The formation of the Vela Group brings together shared expertise and best practice from both Housing Hartlepool and Tristar Homes, which will mean even better services for customers. Procurement is a function that is now provided under the new Group arrangement which it is envisaged will offer substantial benefits, including greater buying power leading to better value for money for customers.
The merging of the procurement functions has offered the opportunity to review the overall Procurement Strategy for the Vela Group.
The Procurement Strategy outlines a clear direction and an operational framework around the Group’s procurement of goods, services and works. It provides for a consistent approach to procurement principles in obtaining value for money, delivering efficiency and promoting best practice in procurement processes; ensuring adherence to UK & EU Procurement Regulations, whilst taking into account the impact of procurement on the local and regional economy.
This strategy will outline the vision for procurement services, reinforce the purpose of procurement, and outline the environment in which the Group operates. It describes the fundamental principles that underpin procurement activity and demonstrates how the strategic objectives will be delivered.
A SMART action plan underpins the strategy and will be monitored and adapted to take account of changes in legislation and the overall objectives and direction of the Group.
